Board approves two library annexations, authorizes land sale and sets public hearing on proposed fee changes

At its March 11 weekly business session the Josephine County Board of Commissioners approved two voluntary annexations to the Josephine Community Library District, authorized the quitclaim sale of a county parcel acquired through tax foreclosure, and set a public hearing for April 1 to consider a uniform fee‑setting procedure and specific late fees.
Kate Laskey of the Josephine Community Library District provided an overview of the annexation process, explaining that property owners petition voluntarily to join the district and that the Library Board endorses requests before the Board of Commissioners considers final approval. The board approved Board Order 2026-002 (Stone Trust parcel, Map/Tax Lot 40-08-34-00-001214-00, 0.78 acres) and Board Order 2026-003 (Oakes/Hirsh parcel, Map/Tax Lot 40-08-04-00-000607-00, 5.00 acres) by roll-call votes recorded 3-0.
Wally Hicks, County Counsel, presented a proposed quitclaim deed to sell approximately 0.69 acres on Winona Road (parcel R302226) that remained unsold after a sheriff's auction on Sept. 17, 2025. Hicks said the county received a full cash offer; proceeds will be applied to outstanding taxes and associated costs and any remaining balance will be deposited into surplus funds. The board approved Board Order 2026-005 by a 3-0 vote.
Ruth Nelson, Finance Director, requested that the board set a public hearing for April 1, 2026 at 9:00 a.m. to consider a uniform procedure for setting county fees. Planning Manager James Black described a cost-based fee methodology and proposed a late-fee structure of $250 for applications submitted 30 days late and $500 for those more than 60 days late; he said the fees reflect staff time and increased administrative workload. The board approved Board Order 2026-006 to set the hearing, 3-0.
The board also approved the consent calendar (minutes and board journals). Commissioner Gary Richardson raised concerns about the vacant Emergency Management Director position; staff from Human Resources and Finance discussed interim intergovernmental support options, recruitment, and funding sources. The meeting adjourned at 6:36 p.m.
