Josephine County approves $1.7 million grant amendment and multiple contracts to expand behavioral health deflection services

Scott Hyde, Community Justice Director, briefed the board on the Oregon Behavioral Health Deflection Program. He said Josephine County received Phase 1 funding of $291,692 in October 2025 and that Amendment No. 1 would award an additional $1,723,614 to expand program services.
Hyde said the Grants Pass Sobering Center will serve as the lead agency for implementing grant activities. He reported the Criminal Justice Commission recently approved an additional allocation of $943,636 to the Grants Pass Sobering Center. The amendment also provides funding for a deflection liaison deputy at the Sheriff’s Office and grant administration costs.
The board voted unanimously to authorize Hyde to sign the agreements. Commissioners then approved a series of related contracts and amendments for service providers, including the Grants Pass Sobering Center, Options for Southern Oregon, Adapt, The Family Nurturing Center and CASA of Jackson County; each motion carried on roll call 3-0.
The actions move forward program implementation and expand services intended to support individuals experiencing substance use disorders or co-occurring behavioral health conditions. The board’s approvals allow contract execution and grant funds to be put into service delivery under the terms of the amendment.
