Josephine County authorizes negotiation on sale of Dimmick Campus, agrees to possible two-year leaseback

Helene Lulich, the county real property manager, told the Board of County Commissioners the county has received an offer on the Dimmick Campus that is 90% of the listing price and includes 120 days of due diligence. Lulich said the county still carries loans on the property with a combined remaining balance of $1,245,734.00.
The prospective buyer has asked the county to consider owner-carry financing options with a 50% down payment and conditioned the purchase on receiving development approval from the City of Grants Pass. The board discussed closing costs, commissions and paying down the debt encumbering the property.
Commissioners also addressed how county operations — including public health and community development offices currently housed on the campus — would relocate. The board agreed in concept to allow a leaseback for up to two years with a provision permitting the county to cancel on 30 days' notice once alternate locations are secured. The board authorized Lulich to work with realtors to negotiate terms and return to the board before finalizing a sale.
The decision does not finalize a sale; it directs staff to negotiate and report back with proposed contract language, financing options and any leaseback details. The county will need City of Grants Pass development approvals for the buyer’s proposed plans before a sale could close.
