Executive Committee approves Register of Deeds overlap training, assistant counsel leave and sheriff captain pay

The Oneida County Executive Committee approved several personnel and training items March 11, including overlap training in the Register of Deeds office, an Assistant Corporation Counsel leave request and the starting step for a Sheriff’s Office captain position.
Register of Deeds Kyle Franson told the committee his chief deputy is retiring and the department intends to promote from within. Franson said the proposed overlap training—one to two weeks—would allow an experienced deputy (Laurie, with over 30 years of service) to train a successor; Franson also noted another deputy (Frye) has five years of experience. Supervisor Robb Jensen moved and Supervisor Dan Hess seconded approval of up to two weeks of training funded within the department’s current budget. The motion passed 4–2 (Aye: 4; Nay: Chairman Billy Fried and Scott Holewinski; Absent: Showalter).
Following a closed session conducted under Wis. Stat. § 19.85(1)(c) to consider employment matters, the committee returned to open session and approved an Assistant Corporation Counsel’s leave of absence from April 1 through June 1. The motion to approve the leave was made by Russ Fisher and seconded by Robb Jensen and passed unanimously.
The committee also approved that the Sheriff’s Office captain position start at step 8 with an annual salary of $101,939.37. That motion, moved by Robb Jensen and seconded by Dan Hess, passed unanimously.
Chairman Billy Fried announced that while in closed session no motions were made and no action was taken; the subsequent open-session votes implementing the leave and pay actions were recorded after the committee returned to open session.
