Calhoun County approves liquor license for 78 Food Mart, extends vendor contracts and signs health, detention and emergency-management agreements

The Calhoun County Commission on Sept. 11 approved a range of licenses, contract awards and intergovernmental agreements intended to maintain county services and operations.
County Administrator Jonathan Gaddy presented a second reading and the commission approved an ABC Board application for KD 2 Inc doing business as 78 Food Mart (10171 U.S. Highway 78 E) requesting a 050 Retail Beer license and a 070 Retail Table Wine license for off-premises sales; Commissioner Shears moved to approve and Commissioner Henderson seconded, and the motion carried by unanimous voice vote. Separately, Gaddy presented a first reading of an ABC application for Anniston Lodge No. 1669 (Moose Lodge); the first reading requires no formal action.
Procurement and contract items approved included awarding the Public Nuisance Demolition and Removal work (three of four properties awarded to the lowest responsive bidder, Wendy Thornton), extending the EMA lawncare maintenance contract to All Green Lawncare effective Oct. 1, 2025 through Sept. 30, 2026, and extending the Sheriff's Office uniform contract with MAC Uniforms for a third and final year effective Sept. 28, 2025 through Sept. 27, 2026. Each procurement resolution was moved, seconded and approved unanimously.
The commission also authorized the chairman to execute a correctional health services agreement with Southern Health Partners Inc., approved a DYS Long Term Detention Subsidy Agreement for FY2026, accepted a Certified Local Emergency Manager Salary Supplement state subaward for $17,000, and authorized an employment contract modification for the EMA director. All items were approved by unanimous voice votes.
Motions and seconds were recorded for each action in the meeting minutes; associated contracts, resolutions and agreements are filed with county records. The commission adjourned at 10:21 a.m. and announced its next meeting for Sept. 25, 2025.
