Commission awards bids, ratifies MOU, adopts $433,160 grant and approves franchise fee increase

County Administrator Jonathan Gaddy presented a slate of procurement, contractual and grant items during the Calhoun County Commission’s Aug. 14 meeting, and the commission approved each item by unanimous voice vote.
Gaddy asked the commission to reject a Park and Recreation material bid because of a clerical error; commissioners approved the rejection. He then presented a resolution awarding various Highway Department bids (Plantmix In‑Place; Plantmix F.O.B. Plant; aluminum sign blanks/finished; sign posts; bituminous surface treatment; crushed granite), which the commission approved unanimously.
The commission awarded the jail food contract to vendors listed on the resolution (Osborn, ForestWood Farm and Flowers Bakery) and declared a convection oven assigned to the sheriff’s office as surplus to be recycled. Commissioners authorized the chairman to sign the food agreement and adopted the surplus‑property resolution.
Gaddy presented a time‑sensitive Memorandum of Understanding with the United States Marshals to provide reimbursement to the sheriff’s office when assistance is provided; the board ratified the chairman’s signature. He also presented a lease agreement with the Department of Pardons and Paroles to occupy a county building for $4,500 per month; commissioners authorized the chairman to sign the lease once it is in final form.
The board adopted a 5307 Urban Public Transportation Program resolution designating the East Alabama Regional Commission to provide transit services in urbanized unincorporated areas of Calhoun County; the county’s FY2026 commitment is $52,113. The commission approved a $22,480 change order for Hurst Construction related to a new site location for the Thankful Community Center.
A resolution concerning Ladiga Landing was introduced but tabled for further discussion. The board adopted a DYS grant resolution allowing the county to be the payee for a FY2026 diversion grant of $433,160 for the Robert E. Lewis Academy, a program of Coosa Valley.
Gaddy presented a franchise agreement with Hargray of Alabama to increase the franchise fee from 2% to 5%; commissioners authorized the chairman to sign the agreement. The board also adopted a resolution authorizing the chairman to execute a purchase contract with OneWorld Canine LLC. Gaddy thanked CFO Melissia Wood and County Attorney Julie Borelli for their assistance on the purchase process.
During public comment Sheriff Hurst expressed gratitude to the commission; Ms. Lisa Morales announced her employment with Gadsden State Community College and offered to assist the commission. The meeting adjourned at 10:30 a.m.
