Calhoun County Commission approves bids, contracts, rate change and appointments
Summary
The Commission unanimously awarded road and procurement bids (including Rebuild Alabama Mahlep Lane to Vulcan Materials), approved a landfill rate increase, extended a jail-supplies contract, authorized a transportation plan and confirmed several board appointments on Aug. 28.
At its Aug. 28 meeting, the Calhoun County Commission unanimously approved a package of awards, contract extensions, budget-related resolutions and appointments presented by County Administrator Jonathan Gaddy.
Awards and contracts: the Commission adopted a resolution awarding the bid for a 2025 Chevrolet Colorado (or comparable) to Cooper Chevrolet for $32,530 and approved a Rebuild Alabama project (RAA-08-70-24, Mahlep Lane) award to Vulcan Materials for $480,480; Commissioner Patterson moved to adopt the vehicle bid resolution, and Commissioner Shears moved to authorize the chairman to sign the Vulcan agreement. The Commission also approved a third and final extension of the Jail Inmate Supplies contract with Bob Barker Company effective Sept. 8, 2025 through Sept. 7, 2026.
Fees and revenue: Commissioners adopted a resolution to change the county landfill construction/demolition rate to $40.00 per ton (a $10 per ton increase). The Commission also adopted a resolution urging the Alabama Legislature to oppose changes that would disrupt the SSUT program; Chairman Terry Howell said the SSUT program generates approximately $4 million annually for Calhoun County.
Plans, grants and services: the Commission authorized the FY2026 Calhoun County Transportation Plan under the Rebuild Alabama Act, listing projects including Mahlep Lane, 64th Street, Mitchellville Road, Vigo Road, Old Sulphur Springs Road and Mudd Street. The Commission approved a Diversified Computer Services agreement for the Highway Department ($750/month) and adopted a DYS diversion grant resolution allowing the county to be payee for $265,788 for the Success Academy (Calhoun County Juvenile Court). The Commission also authorized an OffenderWatch agreement with Watch Systems, LLC, at an annual cost of $2,709.16 to help the Sheriff’s Office comply with sex-offender registration requirements.
Facilities and appointments: Commissioners approved an amendment to a property assessment fee and an AIA change order for Bill Whittaker Architecture to begin the courthouse courtroom and lobby design phase. The Commission reappointed Dr. David West to the DHR Board (District 3), appointed Julie Borrelli to District 5 and reappointed Jordyn Trammell to the at-large DHR seat. Fire Chief Johnnie Phelps was appointed to fill an unexpired term on the 911 Board.
