Crawford County commissioners approve zoning change, generator lease and routine payments

At its March 10 meeting the Crawford County Board adopted the Whisper Estates rezoning, appointed Michelle Willis to the county mental health board, approved a lease-purchase to replace the jail generator, authorized payment to JT Construction for a storage building and approved a low bid for mowing among other routine actions.
The Crawford County Board of Commissioners on March 10 approved a series of administrative and capital items, including a rezoning for a four-lot subdivision, appointment to the county mental health board and financing for a replacement jail generator.
The board adopted Resolution #2026-010 (motion 26-121) to rezone land near 190th and 580th from Agricultural to Rural Residential for a subdivision to be known as “Whisper Estates.” Zoning Administrator May Smith told commissioners the split is primarily for estate-planning; Planning & Zoning recommended approval 8–0. Commissioners Bruce Blair and Carl Wood voted in favor; Commissioner Moody was absent.
In other formal actions, the board approved the appointment of Michelle Willis to the Crawford County Mental Health Governing Board (motion 26-122), accepted the February 2026 Clerk’s Report (motion 26-123), and authorized payment to JT Construction for $69,391.83 for the Clerk’s storage building (motion 26-124). County Counselor Jim Emerson presented a Health Department SFY2027 grant application signature page and the board authorized the chairman to sign (motion 26-125).
The board set a hearing for April 17, 2026 at 10:00 AM on proposed assessments for street improvements in Prairie View Estates (total cost $53,264 spread over 10 lots) and approved publication of the notice (motion 26-126). The board also approved a lease-purchase agreement with Labette Bank to finance a replacement generator for the Sheriff’s Department/Jail in the total amount of $96,375 at 3.75% for 36 months (monthly payment $2,834.17; motion 26-127). Commissioners approved S&B Lawncare as the low bidder for courthouse mowing (motion 26-128).
The board recessed into a 15-minute executive session to discuss non-elected personnel under K.S.A. 75-4319(b)(1) and reconvened with no action taken (motion 26-129). The meeting adjourned at 11:30 AM.
