Commissioner Carl Wood used the March 13 meeting to raise constituent concerns about spot zoning and annexation in Crawford County, saying residents have asked whether the county can stop spot zoning or otherwise limit development types such as data centers.
"There is a lot of interest regarding data centers," Wood said, noting residents are worried about electricity and water usage. County Counselor Jim Emerson responded that the county's authority depends on the annexation method: if a proposed annexation is an island (not contiguous), the county may be involved; if the city annexation attaches to the city, the city typically has unilateral authority. Emerson referenced the previously proposed Mulberry annexation as a comparative example.
Wood also reported multiple calls from residents who said their appraised or assessed values rose by roughly 4% to 7% and asked that County Appraiser Zach Edwards be invited to the next meeting (next Tuesday or Friday) to explain changes in assessments. The minutes show Emerson said he would look into the tax-sale vendor correspondence and follow up on legal language that may permit corporate communities to run tax sales through the county, but he had not yet researched the issue fully.
The board did not take formal action to change annexation rules or to alter appraisal processes during the session; commissioners requested follow-up research and potential scheduling of the county appraiser and vendor confirmation.
