Calhoun County approves off-premises alcohol licenses, polling-place change and a five-year tax abatement

The commission granted Retail Beer and Retail Table Wine licenses to a Raceway location and a Dollar General, approved a polling-place move from a high school to a church citing student safety, and granted a five-year tax abatement to Bryant Machine Co. At its Nov. 13 meeting, the Calhoun County Commission approved a pair of second-readings for Alabama ABC licenses and took several administrative actions affecting elections, business incentives and litigation posture.
County Administrator Jonathan Gaddy presented second readings for ABC applications from PSM400 Inc., doing business as Raceway 7009 at 6331 U.S. Highway 431, and Dolgencorp LLC doing business as Dollar General Store 31472 at 4652 U.S. Highway 78 E. Both applications requested Retail Beer (050) and Retail Table Wine (070) for off-premises sales. The commission approved both licenses by unanimous voice votes after motions by Commissioners Henderson and Shears and seconds as recorded in the minutes.
The commission adopted a resolution to relocate Polling Place Beat 19, Box 1 from Saks High School (4401 Saks Road) to Hill Crest Baptist Church (5117 Post Oak Road) in Anniston. Tony Willis, superintendent of the Calhoun County Board of Education, thanked the commission at the meeting for moving the polling place for student-safety reasons.
On economic incentives, the commission granted a five-year tax abatement to Bryant Machine Co. Inc. The board also adopted a resolution authorizing intent to transition One World Pet Boarding Facility effective Dec. 1, 2025, and a separate resolution authorizing administrative changes to employee contracts and classifications.
Gaddy presented a resolution authorizing the county to intervene as a defendant in the Simplified Seller Use Tax (SSUT) litigation to protect county interests; the commission adopted that resolution unanimously. The board also approved an Alabama Alcoholic Beverage Control Board licensing and compliance form to establish county levies for new license types created by the 2025 state legislative session.
Finally, the commission adopted the county holiday schedule for 2026. Public comment included community announcements about a large volunteer meal-packing effort and a local film series; the commission adjourned at 10:24 a.m. and announced its next meeting for Dec. 18, 2025.
