Saginaw County accepts $442,355 MDHHS grant, adds testing fees and a grant-funded staff position

County accepted $442,355 in additional MDHHS ELC Regional Lab funds, added a $50 Driver’s License Testing Fee and a Blood Lead Testing Fee at Medicaid reimbursement rates, and approved a grant-funded 1.0 FTE Community Information Exchange Coordinator position (PCN 22160141).
The Board approved several Health Department items on Feb. 17. The Budget/Audit Committee recommended and the board approved acceptance of $442,355 in additional MDHHS ELC Regional Lab grant funds for FY 2026; Health Officer Christina Harrington said the funds will be used to purchase blood testing equipment.
The Board also approved adding a Driver’s License Testing Fee of $50 and adding a Blood Lead Testing Fee set at the current Medicaid reimbursement rate to the Health Department’s fee schedule. Christina Harrington clarified that the Driver’s License Testing Fee functions as a drug-testing fee.
Separately, the Labor Relations Committee recommended adding a new grant-funded PCN (1.0 FTE) for a Community Information Exchange Coordinator (account 22160141). Harrington reported the position is fully funded by the MDHHS grant for FY26; County Administrator Mary Catherine Hannah said that, per policy, the position would end if the grant ends. The committee recorded an estimated fully burdened cost of approximately $120,000 should the grant not be renewed.
All motions were recorded as "Motion carried" in the minutes; the position and budget amendment actions were approved by the board and proper officials authorized to process budget adjustments.
