Staff recommended dedicating $117,063 to curb ramps and sidewalk repairs to remove architectural barriers, and funding the senior hot lunch public service program at the federal cap of 15% of the grant ($20,658) because of program eligibility rules. Chin explained that La Verne lacks census blocks that meet the 51% low‑ and moderate‑income area wide threshold, which limits the type of projects that qualify; seniors and persons with disabilities are eligible via “low‑income presumptions,” making public service and accessibility projects the most effective uses of funding.
Council asked whether funds could support inclusive playground equipment; staff said using CDBG for playgrounds requires income qualification of users, which is impractical, and that the city has relied on county Measure A and other funds for playground inclusivity. During public comment, residents asked whether CDBG could pay for additional ADA improvements at City Hall; staff confirmed prior accessibility work used CDBG in the past and said an ADA transition plan is being developed and that further improvements could be considered where eligible. The council approved a resolution selecting the recommended projects and participation in the CDBG program by a 5–0 vote.
What happens next: staff will post the draft plan for public review, finalize the resolution paperwork required by federal regulations, and proceed with design and procurement for selected sidewalk and senior‑service work.
