The Planning & Zoning Board voted 5–0 to approve a comprehensive CIMD redevelopment of the Office Depot world headquarters at 6600 North Military Trail. Senior planner Heather Waldstein described a phased project that will demolish roughly one‑third of the existing office building, deliver about 42,800 square feet of retail and restaurant uses, a 36,000‑square‑foot fitness and wellness facility, and a final phase with an eight‑story, 500‑unit residential building that meets the CIMD requirement of 10% affordable units.
Applicant David Millage reviewed renderings, phasing and site amenities including new sidewalks, multiuse paths, public plaza and landscaping. He clarified a scrivener’s error in materials: the project proposes 50 affordable units (10% of 500), not 51. The applicant and staff agreed to coordinate timing and condition language so that impact‑fee and sidewalk triggers align with construction sequencing.
Board members noted circulation, visibility and the need for clear phasing; the applicant said the southern parking garage will be used site‑wide and that residential access and security gating are planned. The board approved the site plan and temporary technical deviation (six‑space reduction during construction phases) and forwarded the project as recommended to City Council.
