The draft adds a future-use map, a housing section, an agriculture element, updated municipal property designations, and an airport overlay; staff emphasized these elements do not change current zoning and are intended to guide future planning and prioritization.
Staff said red-line documents and the future-use map are available for review and reiterated that the public comment period remains open through 5 p.m. Nov. 7. Commissioners and staff asked the public to note areas they want prioritized for further review.
Public commenters praised the work but raised several concerns and suggested additions: requests for clearer red-line access and maps on the website; calls to address low- and moderate-income housing proactively, including consideration of accessory dwelling units; a request to explore secondary water systems and to strengthen the water section; and concern about flood risk tied to a large nearby gravel-mining operation and the absence of a documented reclamation or mitigation plan.
Staff acknowledged the breadth of the document, encouraged written input and said the planning team will prioritize sections flagged by the public for additional work before returning the plan to the council.
