Summary
At its Feb. 17 meeting, the Lincoln County Board of Commissioners elected John Creson to fill a District 2 vacancy, appointed a search committee for the retiring county attorney, approved two rezones and budget amendments, and set a March 17 public hearing for a third rezone.
The Lincoln County Board of Commissioners elected John Creson to fill the District 2 vacancy and approved a series of routine land-use and financial items during its Feb. 17 meeting at the Lincoln County Courthouse Circuit Courtroom.
The board chose Creson after three roll-call ballots. The minutes record that Creson received 12 votes on the third ballot to Rujena Dotson’s nine. The vacancy fills a term that expires in September 2026.
The meeting also addressed an impending personnel change in county government. County Attorney Ed Simms told commissioners he will retire in May; commissioners approved creating a search committee and named Commissioners Troy Frassrand, John Creson, Jason Nix and Tori Young as volunteers. Commissioner Jason Nix was asked to chair the committee; the appointments were approved by unanimous voice vote.
On land-use matters the board approved File #2026-R1, a rezone from A-1 to C-1 on Pulaski Highway (applicant Karl Rambo), and File #2026-R2, a rezone from C-1 to A-1 at 7 Planville Drive (applicant Thomas Polk), each by unanimous voice vote. The board also called a public hearing for File #2026-R3 (rezone from A-1 to A-2 for property at 2313 Pulaski Highway, applicant Charles English), scheduling the hearing for March 17, 2026, at 5:30 p.m.
Commissioners approved several budget-related items after the Budget Committee report. The board concurred with the recommended sale of Fire/EMA surplus property at public auction and approved amendments to the 101 General Fund, the 141 General Purpose School Fund and the 143 Centralized Cafeteria Fund. The minutes also record acknowledgment of the county financials.
The board appointed Justin Hill to the Ad Hoc Opioid Fund Committee to replace Kevin Strickland and concurred with the recommended approval of the pilot project PILLAR. The board approved a slate of notary public candidates — Alexis Isabella Mau, Sunny Nix, Caitlyn Mitchell, Chris Ross and Mindy Ritter — and received the Chamber report from Director Carolyn Denton.
With no further business, the board adjourned by unanimous voice vote. The minutes record 21 commissioners present, two absent, and one vacancy before Creson’s election.
Next procedural steps noted in the minutes: the public hearing on File #2026-R3 is set for March 17, 2026, at 5:30 p.m., and County Attorney Simms is scheduled to retire in May.
