Dorchester County Council approves New Beulah landfill closure contract, several sole-source and lease actions

The Dorchester County Council on June 3, 2025, approved a series of procurement and facilities actions, including the award of a $6,093,280.75 contract to Allan Myers MD, Inc. for the New Beulah landfill closure and multiple sole-source and lease approvals.
Public Works Director Matt Ozman requested sole-source approval to contract with Kenzie Electric, LLC for a Circuit Court lighting project at a cost of $67,306.00; Mr. Ozman and county staff told the council that $50,975.00 of that amount will be funded by a Delmarva Power incentive program, and the remaining cost will be covered by grants. The council unanimously approved the sole-source request, noting Kenzie Electric is the only Delmarva Power participating installation contractor on the Eastern Shore.
The landfill closure bid for New Beulah was awarded to Allan Myers MD, Inc. for $6,093,280.75, to be funded from the Landfill Closure Costs account. Finance Director Karen Tolley confirmed the account balance is sufficient for the award, but council materials noted that after this cell closure the Landfill will have no additional funds for remaining cell costs beyond daily operations.
The council also unanimously approved a request by Public Works to sole-source cross-pipe patching at multiple roads with Russell Paving Co., Inc. for $25,075, citing multiple failures and the limited time remaining in the fiscal year to solicit formal bids. The Hoopers Island Volunteer Fire Company received a tipping-fee waiver for a boat-docking event in September, which the council approved after noting the event's expected waste would fill approximately half to two-thirds of a roll-off container, per company representative Marcus Flowers.
The council agreed to renew a lease with the Maryland Department of Veterans Affairs for office space in the County Office Building from Jan. 1, 2026 through Dec. 31, 2030 (with a 5-year renewal option) and to change the room number from 101 to 209. A proposed renewal with the State Department of Assessments & Taxation was deferred so staff could reevaluate the current market lease rate.
