Dorchester County Council approves grants, procurement, events and board appointment; delays restructuring discussion

At its Oct. 7 meeting the Dorchester County Council unanimously approved a consent agenda including two grant applications, extended a tar-and-chip paving contract to align with the fiscal year, authorized a boiler-replacement RFP for Dog Control, approved a community bicycle fundraiser and Halloween observation, and reappointed Ryan Daniels to the Recreation & Parks Advisory Board; the council removed a departmental restructuring item for further study.
The Dorchester County Council met Oct. 7, 2025, and approved a package of routine but operationally significant measures aimed at keeping public works, airport maintenance and community programming on schedule.
The council unanimously approved the Consent Agenda, which included minutes from Sept. 16, the accounts payable disbursement report and two grant application requests: a $25,000 FY26 Off‑Cycle Waterway Improvement Fund (WIF) grant through the Maryland Department of Natural Resources for Back Creek Marina repairs (no local match required), and a $29,272.23 FY26 Statewide Aviation Grant Program for Special Projects grant through the Maryland Department of Transportation’s Maryland Aviation Administration (MDOT/MAA) to fund 75 percent of the cost of a replacement 20-foot Bat Wing rotary mower (25 percent local match to come from the airport’s FY26 capital budget).
In Public Works business, the council unanimously approved a request to extend the current tar‑and‑chip services contract with American Paving Fabrics, Inc. from April 1, 2026, to June 30, 2026, to align the contract with the county fiscal year and avoid interruption of paving operations. The council also authorized advertising an RFP titled “Dorchester County Dog Control Boiler Replacement” to replace a failed boiler system, with a bid deadline of Oct. 27, 2025, and approved an intradepartmental FY26 budget transfer within Public Works.
The council separately approved a community event request from Friends of Blackwater to hold the Wild Goose Chase bicycle ride on Sept. 27, 2026, using Egypt Road Park as a rest stop, subject to a State Highway Administration (SHA) permit and required insurance naming the county as an additional insured. The council also agreed to observe Halloween on Oct. 31, 2025, from 6 p.m. to 8 p.m. for county residents with children ages 12 and under in unincorporated areas.
Council members announced several board vacancies and unanimously reappointed Ryan Daniels to the Recreation & Parks Advisory Board. County Manager Jerry Jones said the Departmental Restructuring item was pulled from the agenda to gather additional information and that the draft 2025 Annual Report would be published Friday, Oct. 10, 2025. Council President George L. Pfeffer, Jr. reported total cash and investments of $55,926,678.97.
Most motions approving consent and action items were offered by Councilman Mike Detmer and seconded by Councilman Rob Kramer or William V. Nichols; the minutes record unanimous approval of the consent agenda and named action items. The council adjourned at 6:38 p.m.
