During the consent agenda the council approved a request from Marilyn Williams, grant writer for Finance, on behalf of Public Works to submit a $1,189,586 FY26 Local Government Energy Modernization (L‑Gem) grant application through the Maryland Energy Administration. The application carries a required local match of $62,610 contingent on future budget approvals or additional grant funding and would operate under a three‑year performance period; specific project components listed in the meeting record include roof and window work at the Health Department (Race Street), a Detention Center ice maker and design of a methane gas‑to‑energy structure at the landfill "as funds allow."
Separately, the council unanimously approved a request by Williams to submit a $260,000 Eastern Federal Lands Access Program (FLAP) application, with no local match and a four‑year period, to clean ditches, replace culverts and resurface a portion of Harrisville Road in Madison with tar and chip in coordination with Blackwater National Wildlife Refuge.
The council also confirmed by poll a prior interim decision to submit a $37,500 Maryland Professional & Volunteer Firefighter Innovative Cancer Screening Technologies grant through the Maryland Department of Health to provide screening tests to 100 high‑risk firefighters in the county, with no match and a project period through June 30, 2026. The poll confirmation vote was recorded 5–0.
On the financial side, Councilman George L. Pfeffer, Jr. reported total cash and investments of $44,506,036.39 in the General Fund operating cash on hand. The consent agenda passed unanimously; Councilman Ricky C. Travers abstained from payments to Simmons Center Market that were included in the accounts payable disbursement report.
