The Dorchester County Council unanimously adopted Bill 2025-8 on Nov. 18, 2025, updating Chapter 82 of the Dorchester County Code to adopt the 2023 edition of the National Electrical Code as the county’s minimum standard for electrical work. Irene Barnes, Executive Operations Specialist, said a public hearing was being conducted on the bill; no members of the public spoke.
The update was introduced as an amendment to § 82-2 and carried language adopting the 2023 National Electrical Code as published by the National Fire Protection Association, "and as updated from time to time," as the minimum standard for electrical work in Dorchester County. Upon motion by Councilman Ricky C. Travers and second by Councilman Rob Kramer, Jr., the council adopted the bill on a unanimous roll call: Pfeffer — aye; Detmer — aye; Kramer — aye; Nichols — aye; Travers — aye.
Council action replaces the county’s earlier electrical standard with the 2023 NEC edition to align local permitting and inspection requirements with the current national safety standard. No effective date or further implementation steps were specified in the meeting record; the ordinance text states the title constitutes a fair summary and will be published according to local rules.
