The Carolinas Centre Park Commission met Nov. 10, 2025, at the Chesterfield County Administration Building in Chesterfield, S.C. Commission Chair Mary D. Anderson called the meeting to order and noted the session was posted in accordance with the Freedom of Information Act.
Commission Member John Bittle moved to adopt the Nov. 10 agenda; Commission Member David Byrd seconded and the motion passed unanimously. Byrd then moved to approve the July 23, 2025 meeting minutes; Bittle seconded and that motion also passed unanimously.
Chair Mary D. Anderson advised the commission that, pursuant to S.C. Code § 30-4-70(a)(5), the body needed to enter executive session to discuss matters relating to the proposed location, expansion or provision of services to encourage location or expansion of industries or other businesses in the area served by the county regarding a potential project for Carolinas Centre Park. Commission Member David Byrd moved to enter executive session; Commission Member John Bittle seconded. The motion passed unanimously.
After the executive session, Commission Member John Bittle moved to exit; Commission Member David Byrd seconded. Chair Anderson reported the commission had returned to regular session and that “no action was taken and no motions were made in executive session other than to exit executive session.”
Commission Member John Bittle moved to adjourn; Commission Member David Byrd seconded and the motion carried unanimously. The meeting record includes an approval/attestation block signed by Mary D. Anderson and Betty M. Boswell, Clerk to Council, with an approval date shown as March 17, 2026 in the document.
