Dorchester County Council approves Tech Park sale, advances Farm Creek Road closure and several capital projects

Dorchester County's Council on April 15, 2025, approved several property and capital actions: a sale of three Business and Technology Park lots for $296,400 to support a research and development campus; introduction of legislation to close a portion of Farm Creek Road and effect a property exchange with Horseman Enterprises, LLC; approval to proceed with Wildlife Fence Phase 3 design for the airport; and an award for conversion of two tennis courts to pickleball courts in Hurlock.
The Council unanimously approved the proposed sale of Tech Park lots 11, 12 and 13 for a total of $296,400 and Mr. Charles MacLeod, County Attorney, said settlement will occur April 16, 2025. No public opposition was recorded during the hearing on the sale.
On the Farm Creek Road item, Brendan Mullaney of McAllister, DeTar, Showalter & Walker, LLC, and John Horseman of Horseman Enterprises, LLC, spoke in favor of closing a portion of Farm Creek Road and transferring property as part of a swap; Mr. Horseman described liability issues at the existing Toddville boat ramp that the swap would address. The Council unanimously agreed to introduce legislation to proceed with the closure and the County Attorney advised the next step is drafting a contract of sale.
Action items approved by motion included:
- Authorization for Airport Director Steve Nuwer to proceed with the Wildlife Fence Phase 3 design scope of services from AECOM for $35,000, funded by the FY25 Capital Budget (CGE Wildlife Fence-Phase 3 Design).
- Award of the Hurlock Pickleball Project to Outdoor Concepts, LLC for $68,640 to convert two tennis courts to pickleball courts. The Council noted the lowest bidder was not considered for failing to submit required documentation; funding is 90% from FY25 Program Open Space (POS) with a 10% match expected to be funded by the FY26 Capital Budget, contingent on FY26 budget adoption.
These votes were unanimous, with motions and seconds recorded in the meeting minutes. The Council also confirmed two interim poll votes: a $427,338.48 FY26 Jurisdictional Family Services grant application for the Circuit Court and a letter of support for a Maryland Department of Agriculture grant from Snip/Tuck, Inc.
Settlement on the Tech Park sale is scheduled for April 16, 2025. The Council continued routine business and adjourned the meeting at 6:49 p.m.
