Council authorizes airport runway survey, approves event-production contract and equipment purchases

Dorchester County Council on July 15 authorized several infrastructure and event-related procurements: a runway topographical survey for the Cambridge-Dorchester Regional Airport, a sole-source purchase of grinder pumps for the Water & Wastewater Department, and an event-production contract to buy stage and sound equipment funded by an EDA grant.
The Council voted to give AECOM Technical Services, Inc. notice to proceed with the Runway 16/34 topographical survey at a cost of $98,350. County staff said two Federal Aviation Administration grants will cover $90,932 (92.5%) of the work, leaving a local share of $7,418 to be paid from the FY25 Capital Budget line CGE RW 16-34 Pavement Rehab. The motion to proceed was made by Councilman Mike Detmer and seconded by Councilman Rob Kramer, Jr.
Public Works and Airport staff also requested and received approval to sole-source the purchase of ten E-One "Extreme" grinder pumps from Freemire & Associates, Inc. at a total cost of $35,510, citing standardization, local vendor representation and extended services as reasons for the sole-source selection. Pete McElroy, the Water & Wastewater Director, presented the request and the Council approved the purchase.
For tourism and events, Tourism Director Holly Gilpin told the Council the County will proceed with Fan2See Production, LLC, at $107,155.98 using FY25 Economic Development Administration grant funds to purchase event production services and equipment. Gilpin said the County intends to own the stage and sound equipment for County events and to rent it to nonprofits and small businesses; Certificates of Insurance will be required of users and staff will draft policies for equipment use.
Council members recorded the procurements as part of routine capital and operating activities and approved the motions in open session. The meeting concluded with manager announcements and public comments; the Council adjourned at 6:48 p.m.
