Dorchester County Council approves Corrections recruitment plan and sole-source contracts for planning services

The Dorchester County Council on Oct. 21 approved a Recruitment and Retention Plan for the Corrections Department following recommendations from County management and department leadership. The measure was advanced on a unanimous 4–0 vote (Councilman Ricky Travers absent).
The Council also approved two sole-source contracts intended to support county planning and programs. The first sole-source approval authorizes Shore Strategies, LLC to prepare and submit the 2027 County Land Preservation, Parks & Recreation Plan (LPPRP) at a cost of $41,250 funded by FY2026 Program Open Space; the minutes state Shore Strategies had prepared the 2022 LPPRP and is commonly used by Maryland counties for this work.
The Council approved a second sole-source contract with Integrated Impact Group for countywide strategic planning services at a cost of $50,000 funded by the Council's FY2026 operating budget. The minutes explain the firm has working knowledge of Dorchester County and an existing relationship with the Board of Education, which the Council cited as justification for sole-sourcing.
All three items were approved by recorded votes referenced in the meeting minutes; the Council noted the rationale for sole-sourcing in each case.
