The Dorchester County Council on Oct. 21 approved multiple grants and procurement requests, including a $91,421 School Resource Officer (SRO) Adequate Coverage Grant from the Maryland Center for School Safety, a $35,048 FY2026 Destination Marketing Organization grant for tourism promotion, and funding for a replacement 20' bat-wing rotary mower for the airport.
Marilyn Williams, the County's grant writer, asked the Council to accept the MCSS SRO grant to help fund SRO salaries and overtime for the July 1, 2025–June 30, 2026 performance period; the Council approved the request 4–0 (Councilman Ricky Travers absent). Holly Gilpin, Tourism Director, requested confirmation and acceptance of the FY2026 DMO award of $35,048 from the Maryland Tourism Development Board to promote Dorchester County as a destination; that grant requires no county match and covers July 1, 2025–June 30, 2026.
For airport grounds maintenance, Airport Director Steve Nuwer sought approval to piggyback on a Sourcewell contract with Taylor & Messick, Inc. to purchase a replacement mower at a cost of $39,029.64. The Council recorded that 75% of the cost ($29,272.00) will be funded by a Maryland Aviation Administration special grant and 25% ($9,757.41) by the FY2026 capital budget; the procurement was approved 4–0.
These actions were taken as part of the consent agenda and subsequent action items; the minutes record no substantive debate on the technical merits of the purchases. The Council's vote tallies for these items were uniformly 4–0 with Councilman Travers absent.
