Dorchester County Council approves consent agenda, public-works contracts and to advertise lobbying RFP

On Jan. 20 the Dorchester County Council voted 3–0 to approve a consent agenda, authorize Public Works to piggyback a tar-and-chip contract, extend a USDA cooperative agreement for beaver management, reappoint a zoning-board member and advertise a request for proposals for county lobbying representation with a Feb. 1, 2026 deadline.
The Dorchester County Council on Jan. 20 approved multiple routine and procurement items by unanimous 3–0 votes, with Councilmen Rob Kramer and William Nichols absent.
Most formal actions were motions by Councilman Mike Detmer and seconded by Councilman Ricky C. Travers. The council approved the consent agenda, which included the Jan. 6 open-session minutes and the accounts-payable disbursement report for the week ending Jan. 16; Councilman Travers recorded an abstention on payments to Simmons Center Market.
Public Works Director Matt Ozman asked the council to piggyback on a Caroline County tar-and-chip contract with American Paving Fabrics Inc. at $2.29 per square yard for a three-year period; the council approved the piggyback request, contingent on future budget approvals. Ozman also requested an extension of a cooperative service agreement with the U.S. Department of Agriculture for beaver-management work. The council approved the extension, which adds $10,327.80 in expenses to be charged to either the FY2026 or FY2027 operating budget depending on invoice timing, contingent on FY2027 budget approvals as applicable.
The council reappointed Barbara Knepp to the Board of Zoning Appeals by the same 3–0 vote.
An item added after the agenda publication — a request to advertise for proposals for county lobbying representation services — was approved; the council set a submission deadline of Feb. 1, 2026. The motion to advertise was made by Councilman Ricky C. Travers and seconded by Councilman Mike Detmer.
All approved procurement and appointment items were recorded as contingent where indicated in the staff requests (budget approvals or future action). The meeting record shows no appeals or public objections to these items during open session. The council adjourned at 6:43 p.m.
