Dorchester County Council approves grant revisions, accepts transit grants and backs local projects

The council unanimously approved revisions to two Hoopersville living‑shoreline grants, authorized submissions and acceptances for water, wastewater and transit funding, and provided a letter of support for a Dollar General Market conversion in Hurlock.
The Dorchester County Council on Feb. 3 unanimously approved a series of grant and funding actions intended to support shoreline restoration, wastewater rehabilitation and public transportation.
Those actions included approval of scope revisions to two National Fish & Wildlife Foundation (NFWF) Hoopersville Living Shoreline grants to incorporate recommendations from a 2022 study and to extend the grant periods without changing award amounts or in‑kind match requirements. Grant Award No. 80234, awarded at $700,000, was listed with a current budget of $250,287 and a proposed budget of $700,000 with a grant period extension to Jan. 31, 2027. Grant Award No. 84644, awarded at $1,500,000, was listed with a current budget of $737,142 and a proposed budget of $1,500,000. Grant Writer Marilyn Williams provided additional details to the Council on the requested scope adjustments.
The Council also authorized the submission of a Maryland Infrastructure Financing Administration (MWIFA) grant application through the Maryland Department of the Environment for rehabilitation of wastewater pump stations, at the request of Water & Wastewater Services Director Peter McElroy. On behalf of Delmarva Community Services (DCS), the Council accepted two Maryland Transit Administration (MTA) awards: a $62,000 FY26 capital grant (federal funds) with a $9,300 local match, and a $1,142,263 FY26 operating grant with a $210,069 local match. The accepted grants are funded by the Federal Transit Administration and administered by MTA.
The Council also approved a Cooperative Agreement renewal request from the Maryland Department of Agriculture, submitted by Tiffany Hatridge (Plant Protection & Weed Management), to continue control and eradication efforts for regulated noxious weeds for July 1, 2026–June 30, 2027.
Separately, at the Town of Hurlock's request, the Council agreed to provide a letter of support for Dollar General’s conversion of its Hurlock facility into a Dollar General Market to include fresh food and household items; the letter does not obligate County funding.
All items were moved by Councilman Ricky C. Travers and seconded by Councilman Rob Kramer and were approved unanimously as part of the Consent Agenda or on specific motions.
The approved grant submissions and awards now proceed through the respective state and federal administrative processes; schedule and implementation of funded projects will depend on grant approvals and required design work.
