Dorchester County Council approves landfill RFP, airport plan submission and several procurement requests

The Dorchester County Council approved multiple infrastructure and procurement actions on March 18, advancing landfill closure planning, airport capital programming and local public-works purchases.
On a unanimous vote the council approved Geosyntec Consultants' request to advertise a request for proposals for the closure construction of the New Beulah Municipal Landfill. The council also unanimously approved Airport Director Steve Nuwer's request to submit the FY2025—2030 Airport Capital Improvement Plan (ACIP) to the Federal Aviation Administration; the council acknowledged that any local funding requests in future fiscal years are contingent on budget approvals.
Water & Wastewater Services Director Peter McElroy received council approval to sole source purchase three Environment One "Extreme" grinder pump cores from Freemire & Associates for $11,553, which the minutes record is funded from the FY25 W&WS operating budget and justified because Freemire is the authorized regional representative for E-One products. The council also approved advertising for proposals to convert the Hurlock tennis courts into dedicated pickleball courts and agreed to allow up to three temporary advertising banners at Glasgow Street tennis courts to help fund the Cambridge South Dorchester High School tennis team; the banners are to be removed in May.
The council confirmed several interim poll decisions taken between meetings, including letters of support for grant applications, a license agreement with the Maryland Transit Administration related to the Rail Trail Corridor (approved 3–2), an amended Forest Protection Agreement for Pine Top Subdivision, and an open-air burn ban effective March 13, 2025.
The council also approved a change order that waives community engagement and extends the Twin Point Cove Coastal Community Resiliency Study completion date to May 14, 2025.
Next steps: staff will advertise the landfill RFP and the pickleball-conversion RFP, submit the ACIP to the FAA, and proceed with the listed procurements and project schedule changes as permitted by budget approvals.
