Dorchester County Council approves Problem‑Solving Court grant, authorizes Hoopersville shoreline RFP and multiple contracts and events

At its May 20 meeting the Dorchester County Council unanimously approved a $499,647 Circuit Court Problem‑Solving Court grant for truant juveniles, authorized an RFP for Hoopersville shoreline protection, and approved multiple grants, procurement items and community event permits.
The Dorchester County Council on May 20, 2025 approved several grants, contracts and event requests alongside the FY26 budget.
Grants and awards: the council authorized submission and acceptance of a $499,647 Dorchester County Circuit Court Problem‑Solving Court grant, administered by the Maryland Administrative Office of the Courts, to fund specialized court dockets and case management services for truant juveniles for the period July 1, 2025 to June 30, 2026. Finance Grants Writer Marilyn Williams requested the grant on behalf of Circuit Court Judge William Jones. The council also accepted a $70,671 Energy Efficiency Equity Program award from the Maryland Energy Administration (performance period to be determined); approved a Governor's Office of Crime Prevention and Policy (GOCPP) Sex Offender Compliance and Monitoring grant application in the amount of $11,187 for the Sheriff's Office; and approved a $12,397.14 Maryland Department of Aging pass-through senior center operating funds request for Delmarva Community Services.
Contracts and procurement: Economic Development Director Susan Banks was authorized to enter a two-year contract with Unacast, Inc. for a data software platform at the lowest quoted cost of $22,356 to be funded from FY25 and FY26 Economic Development operating budgets. The council confirmed a prior poll to award a bid for the Airport LED Retrofit Project to Kenzie Electric, LLC for $16,615, funded from the FY23 Capital Budget allocation for LED lighting retrofit in the terminal and parking areas.
Events and bylaws: Recreation & Parks Director Duc Trieu received council approval to host the Maryland Department of Veterans Affairs Mobile Adaptive Sports Clinic at Egypt Park on Aug. 11 and Nov. 4, 2025 (COI required prior to events). The council approved a Friends Biking for Change event on June 14, 2025 and unanimously approved the bylaws for Cambridge Waterfront Development, Inc.
Hoopersville shoreline protection: Planning & Zoning Director Susan Webb was authorized to advertise a request for proposals for engineering services to design shoreline protection for Middle Hoopers Island and the village of Hoopersville, contingent on County Attorney approval.
Why it matters: the Problem‑Solving Court grant supports specialized services for truant juveniles that the Circuit Court will operate; the shoreline RFP begins a design phase for coastal protection on vulnerable islands. The procurement and grant approvals collectively allocate county and grant dollars to infrastructure, energy efficiency and community services.
Next steps: grant agreements will be executed according to each program's terms; the County will advertise the Hoopersville shoreline RFP following legal review. Several items (contracts, grants, event permits) were approved unanimously.
