Moody City Council unanimously approves contract, repairs, hires and program spending

At its Feb. 23 meeting, the Moody City Council unanimously approved a package of routine administrative and capital items, including a $62,620 contract to update city zoning and subdivision regulations, Myers Road drainage repair, an ALEA grant advance payment and several personnel and program expenditures.
Mayor Nick Rutledge called the Moody City Council to order at 6:00 p.m. on Feb. 23, 2026. During a meeting consisting mainly of consent and routine agenda items, council members voted unanimously on a series of motions covering departmental purchases, personnel actions, local infrastructure repairs and program funding.
The council approved three state resolutions presented by State Representative Jim Hill commending Moody High School teams (resolutions HIR316, HIR317 and HIR127). Don Smith of the St. Clair County Economic Development Council introduced EDC staff to the newly seated council.
The council moved and approved a series of budgeted and routine purchases, including a police department ice machine (vendor: Birmingham Restaurant Supply; cost not to exceed $2,500), an emergency repair to Fire Engine 3 (fan clutch; $1,840, budgeted), and a Civic Center expandable wall repair ($964, budgeted). The council also authorized Park and Recreation staff to advertise and hire a Park Athletic Assistant/grounds person and extended hiring advertisements for part-time Civic Center front desk/janitorial positions through March 2027.
The council approved library spending of up to $4,000 for summer reading performers and supplies (contracted services and programming accounts), and authorized the release of $2,340.38 (less any bank fees) in street project funds to the Alden Glenn Subdivision HOA.
On emergency preparedness, the council approved an advance payment of $58,000—reimbursable upon proof of purchase—so the fire department can obtain two 6 kW light towers (23-foot masts) and one emergency inflatable shelter under an ALEA grant.
Infrastructure actions included approval to repair Myers Road storm drainage not to exceed $55,000, funded from the Rebuild Alabama Act Fund, using the city's Annual Labor and Material Bid contract for construction and later pavement replacement.
The council approved an alcohol and tobacco sales license transfer for Moody Texaco (3198 Moody Parkway) submitted by Imperium Enterprises LLC and authorized advertisement and hire of a 19-hour part-time employee for the Moody Senior Center.
All motions recorded in the minutes passed by unanimous vote of those present. The meeting adjourned at 6:29 p.m.
