The Cottonwood County Board, sitting as the Ditch Authority March 3, 2026, approved the 2026 ditch assessments and authorized a Declaration and Covenant permitting Big Bend Wind, LLC to place and maintain a culvert crossing in County Ditch No. 37.
Ditch Inspector Dylan Oeltjenbruns presented the 2026 assessments and reported that Big Bend Wind had signed the Declaration and Covenant that permits a culvert crossing and establishes maintenance responsibilities for the crossing. The Ditch Authority recorded unanimous votes to approve the assessments and to approve the Declaration and Covenant, authorizing the Board Chair to sign on behalf of the county.
The minutes record the approvals but do not include the covenant’s full text, long-term maintenance schedule, or any permitting conditions beyond authorization to sign the agreement. County staff follow-up will be required to review the covenant’s terms and to monitor any approvals tied to state or federal permitting processes.
