Jeff Crozier of Crescent Energy presented a proposed temporary right-of-way to run a lay-flat water line along North Crescent and 1900 North, telling commissioners the water would be supplied from Bottle Hollow Reservoir and the work was planned to run from the end of August through mid-October.
Crozier showed a map and described logistical issues: securing landowner permission for the route, routing the line through culverts and potential vulnerabilities during storm events. Commissioners and staff discussed alternatives for approval and how the county27s right-of-way policies should address temporary pipelines.
Commissioner Greg Miles said he had consulted with Uintah County and received that county27s ordinance on temporary pipelines for review. Deputy Attorney Grant Charles recommended that the county favor project-specific agreements over a single, all-inclusive ordinance so the terms can be tailored to each route and landowner situation.
No vote or formal authorization was taken; commissioners signaled they will consider an ordinance and individual agreements at a future meeting and staff will continue working on right-of-way details.
