Fulton County commissioners approve $205,405.27 in payments and proclaim March 2026 Developmental Disabilities Awareness Month

Fulton County commissioners on Feb. 24 approved $205,405.27 in county expenditures and unanimously adopted a proclamation declaring March 2026 as Developmental Disabilities Awareness Month.

Commissioner Hervey P. Hann moved to approve the accounts payable listing totaling $205,405.27. Chief Clerk Stacey M. Shives summarized the fund breakdown, showing $118,593.19 from the General Fund, $37,673.00 for Medical Assistance Transportation and smaller amounts across Liquid Fuels, SFC grants, CDBG and Debt Service. The motion passed with all commissioners voting in favor.

The board then met with a delegation of local intellectual- and developmental-disability providers and consumers to sign the proclamation. Commissioner Hann moved to approve and execute the proclamation stating "March 2026 as Developmental Disabilities Awareness Month and do commend this observance to all of our citizens and recognize that Fulton County becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!" The motion passed unanimously.

Human Services Director Julie Dovey, Franklin/Fulton Family Partnership HRSA Project Director Beth Bryant and Franklin/Fulton Drug & Alcohol Recovery Specialist Joe Bailey spoke with the commissioners about possible opioid-reduction initiatives and local partnership opportunities; no formal action was taken during that discussion.

John Schriever of Sideling Hill Financial gave a portfolio review of the county's Krivak Trust accounts and reported that "the accounts have made $161,000.00 since he started managing them." Commissioners approved several routine agreements and invoices following the presentation, including a Purchase of Service Agreement with Pressley Ridge for child-welfare services effective Feb. 11 through June 30, 2026.

Other approvals during the meeting included an Elect IT Solutions invoice for $10,198.00 for March staffing and support services and a CCAP PComp payment of $5,575.00 (the third installment toward a $22,300.00 contribution). The board also approved a Letter of Recommendation supporting MainStreet McConnellsburg's application for a T-Mobile Community Grant to modernize downtown street lighting and authorized submission of the county's Report of County Fee for Local Use Funds to PennDOT.

Commissioners approved an invoice from Huntingdon County for the remainder of a National Telecommunications and Information Administration (NTIA) project contribution of $270,000.00 (with $90,000.00 previously paid) and approved the 2026 Compensation Plan for Services for Children Director Christine McQuade to be submitted to the state for wage compensation. Elections Director Linda Doyle presented and the board approved a flyer for Electronics and Appliances Recycling Days on March 18 (noon–5 p.m.) and March 21 (9 a.m.–1 p.m.) at 610 East North Street, McConnellsburg.

Chief Clerk Stacey M. Shives recorded that a Chief Probation Officer item scheduled for the meeting was rescheduled to March 3, 2026 because the probation officer was attending training. Commissioner Hervey P. Hann moved to adjourn the meeting at 11:15 a.m.; the motion passed unanimously.
