Fulton County commissioners adopt 2026 tentative budget, approve personnel and financial measures

Fulton County commissioners on Nov. 25 adopted the county’s 2026 tentative budget and approved a series of personnel and financial actions during a regularly scheduled meeting at the commissioners’ office in McConnellsburg.
The board, chaired by Commissioner Randy H. Bunch, voted unanimously to adopt the tentative budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed. Commissioners set a final adoption date for Dec. 30, 2025. The motion to adopt was made by Commissioner Hervey P. Hann and recorded as carried by all present (3–0).
During the meeting the board accepted proposed amendments to the HR Manual, Section 212 “Employee Benefits,” after a briefing from HR Administrator Mary Huston. Commissioner Steven L. Wible moved to accept the proposal; the motion passed unanimously. The changes will be returned to the board for formal approval of final language at a later date, per commissioners’ direction.
The board also authorized classifying Veteran Affairs Director Richard Newman as full-time for benefits by approving his working the equivalent of 30 hours per week. Commissioners said the change responds to additional duties assigned by the state related to the Disabled Veterans Real Estate Tax Exemption. Commissioner Hervey P. Hann moved the measure and it carried unanimously.
Other administrative approvals included reappointment letters for Conservation District members Gene Mellott and Mark Knepper and retroactive approval of Chief Clerk Stacey M. Shives’ electronic execution of Krivak Trust signatory documents related to the treasurer’s office transition. The board retroactively approved a travel request by Chief Clerk Shives to attend a PCHIPC membership meeting Nov. 14, 2025.
The meeting recorded routine financial approvals: EPayment Now dog license payments totaling $2,363.50; a William Penn Printing invoice for $4,487.70; Elect IT Solutions staffing and support for December, $9,854.00; and a HART license and support invoice for $11,815.00. The board also authorized Interim County Treasurer Amy Bishop to obtain a county credit card and approved a CCAP PCoRP final installment contribution of $45,442 toward a total contribution of $151,474.
Commissioners authorized submitting a 2025 Wellness Improvement Program grant application for $1,769.60 to reimburse drinking water and purchase an automated external defibrillator for a newly purchased county building at 101 Lincoln Way West, McConnellsburg.

The board recorded no bids for the advertised sale of 119 North Second Street in McConnellsburg during the posted bid opening. The session included an executive session for legal matters from 8:06 a.m. to 8:41 a.m. The meeting adjourned at 11:45 a.m.
