Justice and behavioral-health representatives say collaboration reduced local jail placements

Representatives from Fulton County’s justice system and behavioral-health providers told the Board of Commissioners on Jan. 20 that recent program changes have led to fewer jail placements and cost savings. "We have observed a notable reduction in the number of individuals incarcerated at the Bedford County Correctional Facility, resulting in measurable cost savings for the county," the representatives said.

The presenters described stepped-up coordination between the courts and mental-health services that includes a mental health court co-responder program and a recovery supports navigator. Those initiatives, officials said, have increased deferrals to community-based treatment resources. Funding for the efforts combines county mental-health resources with grants from the Pennsylvania Commission on Crime and Delinquency.

Commissioners and presenters described next steps as mapping available community resources to support expanded training and exploring supported housing options for people leaving the justice system. No formal policy vote or ordinance was taken at the meeting; the item was presented as an update and planning discussion.

The board also recorded brief internal meetings: a Safety Committee meeting at 10:00 a.m. and a Department Head meeting at 10:30 a.m., with separate minutes to be filed. Commissioners later entered executive sessions for personnel matters; no hiring decisions or personnel outcomes were disclosed in public minutes.
