Fulton County commissioners approve $234,913.72 in payables, hire caseworker and authorize CDBG delegation

The Fulton County Board of Commissioners met Tuesday, Jan. 27, 2026, at the Commissioners' Office and approved routine county business, including accounts payable, personnel actions and contract delegations.
Commissioner Randy H. Bunch called the meeting to order, led a prayer and the board recited the Pledge of Allegiance. He announced an executive session on personnel had been held Jan. 23, 2026.
The board approved the Jan. 20, 2026 minutes and a slate of accounts payable dated Jan. 27, 2026 totaling $234,913.72. The totals distributed among funds included $145,851.38 to the General Fund, $30,555.07 to the 911 fund and $27,752.25 to Medical Assistance Transportation, among smaller allocations to other funds. Commissioner Hervey P. Hann moved to approve the payables; the motion passed with all commissioners voting in favor.
The commissioners approved hiring Amanda Sheffield as a Caseworker II in the Services for Children Department pending required clearances and paperwork. Services for Children Director Christine McQuade and HR Administrator Mary Huston were present for the request. The appointment was moved by Commissioner Steven L. Wible and approved unanimously.
The board approved a Delegation of Signing Authority for Community Development Block Grant (CDBG) Entitlement Contract Number C000095314 in the amount of $218,719.00; the delegation permits HR Administrator Mary Huston and Commissioners Steven L. Wible and Randy H. Bunch to execute the contract on behalf of the county.
During the meeting commissioners also approved a county credit card for Mapping and Planning Director Thomas Peppernick for departmental purchases; authorized payment of $3,313.00 for the Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America; and retroactively authorized Commissioner Bunch to execute the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program.
Other approvals included an invoice to Elect IT Solutions for IT staffing and support for February 2026; acceptance of the Election Integrity Grant Program post-election report for Municipal 2025 showing total expenditures of $84,443.55; and acceptance of a CES Engineering quote to provide engineering services for the Warfordsburg Senior Center project, which the commissioners said will cover restroom renovations, a new security camera system and pavement/mill-and-overlay work for the parking lot and an accessible walking path.
The board approved renewal of Companion Life Insurance (Group Term Life and Group AD&D) at the same rates as 2025, effective April 1, 2026, and adjourned at 11:43 a.m.
