At its July 15 meeting the Bluff Town Council took the following recorded actions:
- Executive session motion: Hornsby moved and Hook seconded to enter executive session under Utah Code 52-4-205 to discuss strategy for pending or reasonably imminent litigation. The motion carried (Leppanen, Sosa, Hook, Davila and Hornsby voted in favor). Meeting suspended at 4:04 p.m.; returned at 4:44 p.m.
- Energy-efficiency lighting retrofit: Hornsby moved to accept UltraLights’ non-Buy America/Build America bid with a waiver; Davila seconded. The council approved the conditional award (yes: Leppanen, Hornsby, Sosa, Davila; no: Hook). If the waiver is not granted, staff were instructed to accept the UltraLights BABA-compliant bid.
- Meeting platform: Davila moved to move to Zoom with two trial subscriptions beginning Aug. 1; Hornsby seconded. The motion passed (Leppanen, Sosa, Hook, Davila and Hornsby voted in favor).
- WattSmart incentive: Leppanen moved to allocate a $1,500 Rocky Mountain Power WattSmart check to solar-panel installation on the Cooperative Cultural Center; motion passed unanimously.
- Pay bills: Hornsby moved to pay bills; Davila seconded. The motion carried. The council also requested Nelson resume sending monthly reports following Sosa’s comment about missing reports.
