Bluff council moves meetings to Zoom and discusses UDOT TAP grant for Main Street ADA work

The Bluff Town Council voted July 15 to begin using Zoom for council and Planning & Zoning meetings, authorizing two trial subscriptions beginning Aug. 1 with short-term trial periods before committing to annual subscriptions.
Town Manager Erin Nelson recommended switching from Google due to cost and functionality; Nelson proposed a two-month trial for two subscriptions and said staff would provide notice of the link change in the San Juan Record and on the town website. Councilmember Jennifer Davila moved to begin the trial subscriptions and Britt Hornsby seconded. The motion passed with Leppanen, Sosa, Hook, Davila and Hornsby voting in favor.
Separately, council discussed a potential application to the Utah Department of Transportation’s Transportation Alternatives Program (TAP) to add ADA-compliant trail work following Main Street paving, aimed at improving access between East Bluff and West Bluff. Councilmember Luanne Hook moved to ask Jones & DeMille for an estimate of concrete and materials and to have the firm determine whether preparing the estimate would preclude them from bidding on the project. Council discussed potential conflicts and timing; staff noted the grant application is due at the end of August.
The council did not record a formal vote on whether to file the TAP application; it directed staff to get cost estimates and to clarify bidding eligibility in advance of the grant deadline.
