Intern’s communications work, Dark Sky postcard and $1,500 WattSmart check highlighted at Bluff council meeting

At its July 15 meeting, the Bluff Town Council received a final presentation from Community Engagement & Communications intern Josie Lott, who outlined materials produced under the town’s strategic plan. Lott summarized projects including a postcard and brochures for the town’s Dark Sky Community designation, QR-code resources for the building department, burn-season education materials and draft town branding. Lott said the internship ends July 18 and that the work had been valuable experience for her résumé.
Town Manager Erin Nelson and Lott reviewed Dark Sky postcard designs and decided to finalize a design among themselves for mailing on July 25. The council did not take a separate formal vote on the final design at the meeting.
Council also accepted a $1,500 incentive check from Rocky Mountain Power’s WattSmart program. Mayor Ann K. Leppanen moved to allocate the funds to a proposed solar-panel installation on the Cooperative Cultural Center; council members voted in favor. The funds represent an early incentive disbursement tied to the town’s participation in energy audits.
Other community items discussed included staff preview materials for a July 17 community education event and a review of waiver policies for renting town facilities. Council discussed whether to continue waiving fees for nonprofits, whether to restrict waivers to local residents (zip code 84512), and whether certain events (funerals, graduations) should receive specific waivers. No policy change was adopted at the meeting.
The council also received routine grant updates: staff said Governor’s Office of Economic Opportunity (GOEO) reallocation items will be returned to council before submission, EECBG reporting was submitted, and playground pre-bid outreach was held with bids due Aug. 1.
