At the Aug. 26 budget workshop, staff told the commission that a state appropriations award of $415,000 for stormwater work will require a local match and that the village plans to use a mix of sources — including a $1,000,000 ARPA allocation discussed by administration — to fund stormwater projects.
Why it matters: Grants that require local matching funds must be incorporated into the capital-improvement fund (CIP) and budgeted so match obligations do not deplete operating reserves or other critical funds.
Finance Director Paul and the village manager walked the commission through the difference between operating-budget decisions and capital-project funding. Staff said they will consolidate the CIP into a single spreadsheet that shows for each project the funding source (grant, general fund, ARPA, CITT), whether a match is required and the project’s contract status. Several commissioners stressed that the $415,000 state appropriation will need a $415,000 local match from the general fund or CIP and urged staff to earmark that amount in the draft budget. The manager confirmed the draft will show updated year‑to‑date financials and projected carryover that the commission can allocate to CIP, reserves or other buckets at adoption.
Staff also noted other CIP items under consideration this year — the log‑cabin roof and ADA work, public-works garage repair or replacement, and safer-streets planning — and said he would send an updated consolidated CIP and funding plan before the first reading.
