Cloud County approves engineering agreement and $729,495 contract for Noble Road overlay

Cloud County commissioners on March 3 approved engineering services for the Noble Road project and accepted a construction bid that will pay Shilling Construction Co., Inc. $729,495 to overlay the roadway.

The board voted unanimously to enter an agreement with Kirkham, Michael & Associates, Inc. for engineering services on the Noble Road project, with construction engineering fees capped at $136,714.13. Commissioner Ron Copple moved the measure and Commissioner Dannie Kearn seconded; the motion carried unanimously.

Following the engineering agreement, the board accepted the base bid from Shilling Construction Co., Inc. and authorized Chairman Michael Cleveland to sign a Notice of Award for $729,495.00. The engineering agreement and the award together set the project's immediate budgetary commitments and clear the way for contracting and scheduling work on Noble Road.

Rod Michaud, Highway and Weed Administrator, flagged related maintenance needs earlier in the meeting, including striping costs for Ames/Miltonvale and Noble roads and upcoming noxious weed supplier bids; commissioners requested a purchase-report form for residents buying regulated chemicals.

The approvals carry standard next steps: finalize contract documents, coordinate a construction schedule, and proceed with construction engineering under the agreed fee cap. The board took the votes without recorded opposition.
