Cloud County commissioners approve funding agreements, personnel moves and bridge-inspection contract

The Cloud County Board of Commissioners met Feb. 9, 2026, in the commissioners’ room at 811 Washington in Concordia and approved a slate of routine county actions including funding agreements, personnel changes, and contracts.
Chairman Michael Cleveland, Commissioners Dannie Kearn and Ron Copple and County Clerk Shella Thoman were present when the board named Solid Waste Director Mike Hake employee of the month and accepted a proclamation from Julie Willoughby of DVACK designating February as Teen Dating Violence Awareness Month.
Dawn Synder of 12th Judicial District Community Corrections and Jordan Budreau of the Chemical Dependency Committee presented a 2026 funding agreement; the board voted unanimously to approve the agreement in the amount of $34,133.00.
Highway and public-works matters included a staff presentation by Rod Michaud, Highway/Weed Administrator, on a CDL agreement and a petition to install a temporary water line. The board unanimously approved the Request and Petition from Sam Sughrone of Construction Water Solutions, LLC to bury a temporary water line crossing Camp Road east of 60th Road. Michaud also presented an engineering proposal for bridge work: annual inspections for 10 county bridges at $2,400 and SNBI data updates for those bridges at $3,000; the board approved an Agreement for Engineering Services with Kirkham Michael.
The board approved a CDL training wage-advance agreement for Carson Stansberry, and acknowledged the personnel transfer of Deven Bilbrey to the Sheriff’s Office (Deputy, J1), effective Feb. 17, 2026. The board also accepted the resignation of Taylor Carver from Corrections, effective Feb. 5, 2026.
Public-health staff reported operational items. Tonya Sulanka, Health Department Administrator, and Taylynn Thomas, Office Manager, said Walk-in Wednesday scheduled for Feb. 11 would be canceled because of staffing and described upcoming outreach events including a baby shower and bike rodeos. They said the county’s workforce development grant has a ceiling of $57,000, with $45,726.46 already allocated. The board unanimously approved a classification change for Lois Tracey from WIC Coordinator (D7) to Home Health Aide (A13) effective Feb. 22, 2026.
Financial reports showed an ending cash balance of $15,765,962.91 as of Jan. 31, 2026. The board approved expenses totaling $624,181.81 across multiple funds, including a $164,560 appropriation from Special Machinery & Equipment and $56,159.15 to Pawnee Mental Health; detailed line-item information is available from the county clerk. The board also approved abatements 2026-25 through 2026-29 with a net change of ($18,367.56) and no refunds.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the board unanimously appointed Bryan Cleveland as the non-lawyer member of the 12th District Judicial Nominating Commission for the term March 2, 2026–March 5, 2030.
Commissioners reported intergovernmental discussions with Republic County officials about collaboration on a law enforcement center, WIC services and solid waste. The board approved the Feb. 2, 2026 minutes and adjourned at 11:53 a.m.; the next scheduled meeting is Tuesday, Feb. 17, 2026.
