Cloud County commissioners adopt regional hazard mitigation plan, approve delinquent solid-waste list and personnel hires

The Cloud County Board of Commissioners on May 5 unanimously adopted the Kansas Homeland Security Region F Hazard Mitigation Plan (Resolution 2025-12), approved a 215-account solid-waste delinquency list totaling $24,493 plus fees, hired two correction officers and approved routine financial and administrative items.
The Cloud County Board of Commissioners met May 5, 2025, in Concordia and unanimously adopted Resolution 2025-12 to accept the Kansas Homeland Security Region F Hazard Mitigation Plan, the board said. Emergency Preparedness Director James Quillen told the board department heads will have access to the Kansas Planner to support cooperative mitigation planning.
The board approved the county's 2024 solid-waste delinquency list after Solid Waste Director Mike Hake reported there were 215 delinquent accounts totaling $24,493.00 and an additional $12,164.50 in fees that will be added to property owners' tax statements. Hake also reported that a new driveway is complete and discussed moving a fuel tank to reduce fueling risks for heavy equipment.
County Clerk Shella Thoman and the board approved several administrative items. The board authorized hiring Jordan Underwood and Talon Rowe as correction officers (E1), effective May 5, 2025. Thoman also noted use of remaining risk-avoidance grant funds to buy high-visibility shirts for the Highway Department and approved Cloud Corp using a fund previously earmarked for Randall Coop on another project.
The board proclaimed May 2025 as both Motorcycle Awareness Month, presented by Jon Puckett, and Mental Health Month, calling on community institutions and residents to increase awareness and expand access to services.
Health Department Administrator Tonya Sulanka reported local National Nurses Week plans and recapped a Miltonvale Bike Rodeo with 12 participants; she said the Medicare auditor will not be on site next week but records will be sent electronically and added that Home Health is not accepting new admissions while staff address Medicare payment issues.
Highway/Weed Administrator Rod Michaud described planned road work, said crews are spraying, patching and preparing to seal roads and that he has requested funding for Bridge 542; he also reported receiving multiple tire bids for county equipment. Marlene Stamm of NCK Environmental LEPP presented a quarterly report and discussed the program's 2026 budget. Attorney Mike Montoya, on a conference call, updated the board on Trail Road and said he will meet with Ryan McMillan this week.
The board reviewed Budget Status and Fund Status reports as of April 30, 2025, with an ending cash balance of $15,163,138.02. Sales tax received April 25, 2025 totaled $76,504.30, down from $77,672.60 in the prior year. The board approved expenses totaling $163,287.67 across funds and approved the April 28, 2025 minutes. The board recognized the resignation of Deputy Kirk Barr (effective April 28, 2025) and the termination of Corrections Officer Stacia Whitesell (effective April 30, 2025) before adjourning at 11:45 a.m.
