Cloud County commissioners approve Solid Waste agreement with Republic County, permit seismic work, and sign off routine business

CONCORDIA, Kan. — The Cloud County Board of Commissioners on Jan. 20, 2025, approved a series of routine but consequential actions including a Solid Waste Disposal Interlocal agreement with Republic County, a right-of-way permit for seismic recording equipment and several personnel and financial items.
On a motion by Commissioner Ron Copple, seconded by Commissioner Dannie Kearn, the board unanimously approved the Solid Waste Disposal Interlocal agreement with Republic County; Solid Waste Director Mike Hake told commissioners Republic County will begin hauling Cloud County’s waste on Feb. 1, 2025, and said a full-time position is available at the Recycling Center. The board also recognized the termination of Donald Brannan from the Recycling Center, effective Jan. 17, 2025.
The board approved a Public Road Right-of-Way use permit for High Plains Resources to lay seismic recording equipment after Rod Michaud, the county’s Highway and Weed Administrator, presented the permit and related materials. That motion was made by Commissioner Dannie Kearn and seconded by Commissioner Ron Copple; the vote was unanimous.
Treasurer JoDee LeDuc told the board the county’s tax foreclosure sale is scheduled for Feb. 19 at 1:00 p.m.; 32 properties are on the list. The board reviewed the Fund Status Report as of Dec. 31, 2024, which showed an ending cash balance of $23,929,478.99, and approved payroll expenses totaling $199,428.02, with fund-by-fund allocations recorded by the clerk.
The board unanimously authorized County Clerk Shella Thoman to sign as the plan sponsor for Cloud County employees with HUB International regarding the Business Associate Agreement, on a motion by Commissioner Kearn and second by Commissioner Copple. The board also appointed Gary Caspers to the Juvenile Detention Committee (motion by Kearn, second by Copple).
County staff provided updates: Jeff Thoman, maintenance manager, said he will apply for a grant to replace and add an AED at the courthouse because the existing device is not accessible within a recommended three-minute window and also reported vandalism to a door opener and elevator issues. Emergency Preparedness Director James Quillen said the county received an EMPG award letter and is providing requested information for a generator grant. Rod Michaud reported the county received a list of bridges proposed for closure and said the county will repair them so they can be removed from that list. County Appraiser Kim Winsett said personal property renditions will not be mailed this year and that penalties are lower because of a law passed in 2024; she also said a part-time position is open in the appraiser’s office.
The board approved abatements numbered 2025-18 through 2025-31 with a net change of ($3,889.86) and refunds totaling $1,087.40 (motion by Commissioner Ron Copple, second by Commissioner Dannie Kearn). The meeting minutes from Jan. 13, 2025, were approved (motion by Commissioner Kearn, second by Commissioner Copple). The board adjourned at 12:59 p.m. and is scheduled to meet again on Jan. 27, 2025.
