Township moves forward on floodplain work, road projects and parks planning

Township engineer Mike Wood told the board on July 1 that the contract documents for the Conewago Creek Floodplain Restoration were fully executed on June 21 and LandStudies, Inc. had been issued a Notice to Proceed on June 27, beginning the restoration project timeline.
Wood also reported construction plans for the Swatara Creek Road improvements are finalized and bidding documents are being prepared; easement exhibits and acquisition efforts are nearly complete, though acquisitions took longer than anticipated. Advertisement for bids is anticipated mid to late July.
On capital needs, Wood reviewed HRG estimates for bridge replacement on Gingrich and Zion Roads and advised the Board these structures have reduced weight capacities and could soon be unable to support emergency vehicles; Manager Blechertas said the projects will be prioritized in the 2025 budget with potential Public Works contributions to reduce costs.
MS4 Specialist Monique Dykman presented PROS online-survey and open-house results: respondents prioritized protecting natural resources, requested more varied recreation options, walking trails and upgrades to Sunset Park including expanded parking and restrooms, concession improvements, spectator seating and more inclusive playground features. Dykman said staff will compile the data, present a draft plan to the Board by year end, and apply for DCNR funding for up to 50% of a site plan if the budget allows.
