Londonderry supervisors authorize $884,082.70 notice‑of‑intent to award for Swatara Creek work, approve grants, hires and park repairs

At its Sept. 3 meeting the Board of Supervisors authorized a notice of intent to award a $884,082.70 contract for Swatara Creek Road improvements, approved a $150,000 Dauphin County grant application for Engine 54, several budget reallocations and routine personnel and park contracts; all votes were unanimous.
The Londonderry Township Board of Supervisors on Sept. 3 authorized a notice of intent to award and a notice to proceed (subject to submission of required documents) to Construction Master Services for Swatara Creek Road pipe replacement and related alternates, for a total of $884,082.70.
Township staff said six bids were received and the lowest responsible bidder was Construction Master Services. Township Manager David Blechertas, citing lower‑than‑expected bids, recommended awarding the full package — base bid plus three alternates — so a single contractor can deliver a more complete project. The board voted unanimously to issue the notice of intent to award and proceed once required contractor paperwork is submitted.
Other formal approvals included: authorization to apply for a $150,000 Dauphin County Local Share Municipal Grant to refurbish Engine 54 for the Londonderry Fire Department (Resolution 2024‑16); acceptance of a deed of dedication for municipal right‑of‑way related to Core5 at Lytle Farms Lot 1A (Resolution 2024‑17); and approval of Ordinance 2024‑07 prohibiting parking on Snavely Road between Steinruck Road and Round Top Road.
Finance actions included acceptance of the treasurer’s report and open purchase orders (month ending Aug. 31, 2024) and two budget amendments: Resolution 2024‑14 moved $5,482 within the MS4 budget to cover monitoring change orders, and Resolution 2024‑15 reallocated MS4 engineering funds and added $2,809 to support Comp PROs engineering for the Parks Department, partially supported by a $27,000 DCNR Keystone Recreation, Park and Conservation grant.
Public Works received approval to contract Ebersole Excavating Inc. to pave the Sunset Park pavilion and parking areas for $12,750 (lowest of three quotes). MS4 Specialist Monique Dykman secured a $5,500 change order to Land Studies Inc. for two additional workdays to treat invasive cattail as part of Conewago Project Phase 1–3; the engineer recommended approval. The board also agreed that township staff who volunteer for the Conewago Darter 5K & Field Day and work on their day off may be paid overtime.
Personnel and operations moves included approval to make Michelle Phillips a regular full‑time employee effective Oct. 3 upon completion of her probationary period, and a report that Gannett Fleming will deliver a preliminary roof/HVAC report for the golf‑course building by Sept. 19 with bidding targeted for January and construction in spring.
The meeting closed after routine solicitor and public‑safety reports; a work session is scheduled for Sept. 18, 2024.
