LONDONDERRY TOWNSHIP — The Londonderry Township Board of Supervisors on March 3 adopted Ordinance 2025-01 revising parts of the Subdivision and Land Development Ordinance (SALDO) and approved a series of land-use and procurement items, including the PC24-05 Lauffer Final Minor Subdivision Plan and multiple contracts for security, environmental buffer maintenance and golf-course equipment.
The meeting opened with a public hearing on Ordinance 2025-01, which Codes/Zoning Officer Duane Brady described as administrative changes to preliminary-plat procedures: the ordinance reduces required paper copies, requires a single electronic submission and adjusts submission timeframes for Planning Commission and Zoning Board review. The Board voted to adopt the ordinance (moved by Bart Shellenhamer, seconded by Anna Dale). Brady presented the ordinance as a procedural cleanup intended to streamline plan submissions.
The Board also considered PC24-05, a final minor subdivision plan presented by Mr. Chiampi of FSA Engineering. Chiampi said "the 2 acres would eventually be developed as a residential dwelling," and said the Planning Commission had recommended approval after most review comments were satisfied. The Board approved multiple waiver requests related to sections of the SALDO (including Section 22-303.1 minor submission requirements and plan scale, and Section 22-402.3.B dedication of right of way), and granted deferrals for curbs, gutters and sidewalks. The final subdivision approval was conditioned on resolving remaining engineering comments, adjusting the R‑1/R‑2 zoning district line to follow the Route 283 right-of-way, providing an executed operations and maintenance agreement, supplying a financial security estimate, correcting the emergency spillway detail to 6 inches, and submitting required certifications and fees.
In routine business the Board unanimously approved a slate of procurement and administrative actions. Manager David Blechertas asked the Board to accept the results of a public logo survey; "the most popular logo was the first one with water and crops," he said, and the Board adopted that selection. The Board approved a proposal from Omega Systems for a network security evaluation at $7,006.10 and an additional Omega Systems security item at $1,240.00. It also approved a BH Security, LLC proposal for an upgraded administrative-building access and security system at $19,273.21; awarded payroll and timeclock services to TrustPoint HCM (lowest of three quotes, contingent on solicitor review); and approved a 2025 Buffer Maintenance Contract with Manada Conservancy at $5,450.00, presented by MS4 Specialist Monique Dykman.
On recreation and operations matters the Board approved Groves Flooring LLC to install new floors at the clubhouse for $11,966.25, authorized purchase of a 2025 Cushman Hauler Pro Elite utility vehicle for $13,896.00 under Sourcewell Contract 091024-JCS, and approved hiring three seasonal employees at Sunset Golf Course. Engineer Mike Wood recommended and the Board approved release of surety for The Vineyards of Hershey in the amount of $68,808.00.
Other actions included approval of Resolution 2025-11 to advertise sale of a 1997 GMC 2500 and a 2025 F350 pickup bed via Municibid, and Resolution 2025-12 updating the township fee schedule to add charges for paper copies and USB/digital storage devices. Public Works Director Andy Brandt presented a PennDOT memorandum of understanding for a detour related to a Hillsdale Road bridge replacement, which the Board approved, and the Board declared April 2025 as "Pennsylvania 811 Safe Digging Month."
During the "old business" portion Supervisor Mel Hershey asked about the Falcon Crest development; Codes Officer Duane Brady reported there had been no new submissions. Manager Blechertas said staff is continuing planning for a Blue Angels event at the golf course. During citizens input, resident Carol Hornung offered praise: "I wanted to give kudos to the Public Works department for the way the roads were taken care of in the Township."
The Board conducted an executive session prior to the meeting to discuss personnel and litigation; no action resulted. The meeting adjourned at 9:10 p.m. and Secretary Mike Geyer signed the minutes.
