Township asks DCNR for $10,000 to fund two park site development designs

Monique Dykman, MS4 Environmental Manager, told the Board that after the Township adopted a parks and recreation plan in January 2025 the logical next step is to develop site-specific plans for the parks. She requested permission to send a scope-change letter to the Pennsylvania Department of Conservation and Natural Resources (DCNR) seeking an additional $10,000 in grant funding — $5,000 per park — to fund two site-development designs.
Dykman explained there are two proposals from JMT with different scopes and costs; the principal difference is whether JMT or township staff would run the required public meetings. Manager David Blechertas cautioned that DCNR “carryover” funds are irregular and are not consistently available, so the township would need to apply at each meeting when funds are released. The Board approved sending the DCNR scope-change letter and agreed that, if DCNR funds are awarded, the township will likely use the JMT proposal that includes JMT running the public meetings.
The action does not guarantee funding; it authorizes staff to pursue the scope change and to return with contract approvals if DCNR awards the requested funds. If funding is received the Board will have to approve a JMT proposal and any related contract before the site-development work proceeds.
Next steps: staff will submit the scope-change request to DCNR and, if funds are awarded, bring forward the chosen JMT proposal for board approval.
