Board conditions Seachrist lot consolidation on DEP sewage planning approval

The Board recommended approval of the Seachrist lot add-on final plan on the condition that the sewage facilities planning module required by DEP/SEO is approved; waivers for preliminary submission, curbs and sidewalks were also granted.
Ben Kirk of Burget & Associates told the Board that Rich and Nancy Seachrist intend to consolidate two Meadow Lane lots into a single parcel. Kirk said all review comments have been addressed except the sewage facilities planning module required by the Pennsylvania Department of Environmental Protection (DEP).
Duane Brady, Codes and Zoning Officer, recommended approving the final lot add-on plan on the condition that the required sewage planning module be approved by the SEO/DEP. The Board voted to recommend the requested waiver from Section 22-303.1 (minor subdivision preliminary plan submission) and to approve deferrals from Sections 22-506 (curbs and gutters) and 22-507 (sidewalks); the final lot-add-on plan was approved conditionally pending the SEO/DEP sewage planning module. Motions were moved and seconded by board members and carried unanimously.
The conditional approval means the plan cannot be finalized or recorded until the applicant obtains the required sewage planning approval from the Township SEO and DEP. Zoning staff indicated the outstanding sewage module is the remaining regulatory item to satisfy before final plan recording. The Board’s action also included standard conditioning language to tie the plan approval to that regulatory clearance.
Next steps: the applicant is responsible for completing and obtaining the sewage facilities planning module approval; township staff will withhold final plan recording until evidence of SEO/DEP acceptance is provided.
