Londonderry approves waivers for Watson stormwater plan at 1366 Newberry Road with HRG conditions

The Londonderry Township Board of Supervisors voted Sept. 2 to approve multiple waiver requests for the Watson Major Stormwater Management Plan (SW25-07) at 1366 Newberry Road, with approvals conditioned on outstanding items cited in HRG’s August 22, 2025 review letter.
Mike Wood, P.E., the township engineer for HRG, described the requested waivers and noted outstanding technical comments. Todd Smeigh of DC Gohn Associates, Inc. said the Watson property is about 5.4 acres at the southeast corner of Newberry and Schoolhouse Road, a steep, wooded lot with drainage features. The waivers the board approved were: (1) allow slopes greater than 3:1 in Rain Garden 1 (conditioned on HRG’s outstanding items); (2) permit dewatering outside the usual 24–72 hour window for Stone Bed 2; (3) allow a stormwater facility to be placed within 15 feet of the right-of-way line of Newberry Road; and (4) allow slopes greater than 3:1 in specific swales identified on the plan.
Board members discussed natural terrain, PennDOT highway occupancy permitting, tree preservation, post-construction maintenance and an O&M agreement. Each motion carried unanimously, and approvals included the condition that outstanding engineering issues in HRG’s letter be addressed before final plan acceptance.
