Londonderry board approves Conewago Creek wetland maintenance bid documents, contingent on solicitor review

Londonderry Township supervisors voted unanimously March 20 to approve advertising bid documents for maintenance and monitoring work tied to the Conewago Creek Phase 1–3 wetland restoration projects, contingent upon final review by the township solicitor.
Township Manager David Blechertas said HRG prepared 316 pages of draft bid documents outlining up to five years of post-construction maintenance and monitoring required by the U.S. Army Corps of Engineers and the Department of Environmental Protection. Because establishing wetland vegetation is seasonal, Blechertas said the township needs to advertise promptly so a contractor can be in place before the growing season.
Supervisor Mel Hershey asked whether the township is strictly bound to a full five-year contract. Blechertas replied that the contract language allows the township to terminate early if the agencies agree the wetland has established and provides the option to continue at a reduced rate if the township chooses. The board approved advertising the bid documents on a unanimous vote.
The action authorizes staff to proceed with final solicitor review and public advertisement of the bid; award of the contract will require a later board action after bids are received and evaluated.
